Bilibin, lower — the semicircular inscription — «БАНК РОССИИ» (BANK OF RUSSIA) framed by a circle of dots and inscriptions along the rim: at the top — «ТРИ РУБЛЯ» (THREE ROUBLES), at the bottom — «1999», the letters to the left indicate the metal sign and the fineness, to the right — the fine metal content and the mint trade mark.

The First Russian University in Saint Petersburg, founded in 1724 by Peter the Great, is one of the biggest national and world centers of science and education. It has been disposing in the building of "The Twelve Departments" since 1819 (built by architect D.Trezzini in 1722-1742). Since the 60th of the XXth century the University has been representing the system of two educational and scientific complexes - Vassileostrovsky and Petrodvortsovy, including 10 scientific research institutes, about 200 chairs of different educational and scientific brunches, 3 scientific educational stations, two museums, the botanical garden, the scientific library, the publishing house. More than three thousand lecturers and scientific research workers are employed in the University. 17 thousand students study in 17 faculties. A cohort of splendid names, glorified the Russian and world science with remarkable discoveries, is connected with the St. Petersburg University: P. L. Tschebyshev, A. S. Popov, D. I. Mendeleyev, I. P. Pavlov, I. M .Sechenev, A .A. Shakhmatov, K. A. Timiryasev, N. N. Miklukho-Maklay, I. S. Turgenev, A. A. Blok, V. D. Polenov, M. A. Vrubel, M. I. Glinka, A. K. Glasunov.
