Regarding the simmilar 4 paisa (RGV 1349), RGV notes “Copper coins were often struck in Nepal without a legible inscription. The following 'ganda' (4 paisa) is clearly die-struck, but as only traces of the impression appear on each specimen, several pieces had to be examined before the full design could be pieced together. It is slightly magnetic, and hence may have been struck in eastern Nepal”
These 2 paisa bear a clear resemblance to RGV 1349, and are also struck on copper/iron alloy with a simmilar, but different die. Not enough pieces are know to know what the die looks like.
Regarding the dating of these, RGV gives the range of the simmilar 4 paisa as “c.18th century - 1880”, so these are likely from the time. However, this is a guess, and the exact range of years is not known.
