Architectural border with entablature supported by two caryatids (Justitia on the left and Abundentia - Fortuna on the right) on pedestals with the value in scroll cartridges. On the entablature, a cartridge decorated with scrolls with "ROMANIA". The architrave is decorated to the left of the with a lion protome, and to the right with an aurochs protome. In the center, the legal text on a panel decorated on the sides with a linear composition of cordiform elements alternating with rais de coeur. In the center herma of Rome on a pedestal with a caduceus. To its left and right, two representations of the Capitoline Wolf.
