Prime Minister Gediminas Vagnorius created the Talon in an attempt to control inflation. It was poorly planed and executed. It was also the beginning of an attempt to separate money from the Russian Ruble to make a new national currency in Lithuania. Later the talon to be replaced by Lithuanian litas. Talons were printed by 3 different companies. All outside of Lithuania. The first being printed in the United States. The first were literally a coupon rather than a bank note. (Sort of a rations ticket) They had to be used to purchase goods. Half ruble and Half talons. Employees were paid 80% in Rubles and 20% in Talons. Part of the scheme was to help control inflation. The citizens did not trust this system. It just made them buy less goods. On June 25, 1993, the litas was introduced at the rate of 1 litas = 100 talonas. Worthless talonas were recycled into toilet paper in the Grigiškės paper factory.
