The 1652 issues of Potosi, are of the same "New Pillars & Shield" type coinage first struck at Santa Fe de Bogotá (1651), following the remedial actions taken to correct the the old, debased silver coinage of Potosi, first by adding devaluation countermarks, and then by recalling the old defective silver coins and converting them into new coins with a new design (based upon the original "Shield & Pillar" design of Carlos & Juana).
The mint at Potosi, would experiment with the design, making subtle changes throughout the year as they slowly transitioned into the "Pillars & Cross" variety that would be used until the mint stopped minting cob coinage in 1773. The obverse Type A, is paired with reverse Types I-VI (with some exceptions such as muling), and obverse Type B is paired with reverse Type VII.
The "HP", and "PH" above the denomination, is believed to stand for king PHilip.

The working assayer was Antonio de Elgueta, assayer mark "E" (1651-1678).
