Sir William Hillary moved to the Isle of Man in 1808. In around 1824 he conceived the concept of a life boat service manned by a trained crew which soon prompted the creation of the Royal National Lifeboat Institution. It was not until Hillary took part in a rescue himself and was washed overboard that he realised that the coast was too far to swim to and a place was needed for sailors to wait for rescue. Soon after this idea became a reality when John Welch designed the Tower of Refuge and the structure was completed in 1832. Situated upon Consiter Rock in Douglas Bay a haven in the form of a small castle, the Tower was kept well stocked with fresh water and bread and offered shelter from the weather and the sea.
The initials IRB, found on the obverse beneath the Queen' s bust, are for the designer Ian Rank - Broadley.
The various die letters are found in the water to the right of the numeral 5.
PM mintmark may be found under the right edge of the tower. PM stands for the Pobjoy Mint.
