The Grand-Ducal Decree of 11 November 1913 , had planned the coinage of new quality coins. However, it did not take place because of the acts of the First World War and the government was obliged to have the coins minted at the Brussels mint in zinc (AGD of October 21, 1915), of which the copy of this sheet. The intention was to remove them from circulation as soon as the economic causes that caused the mintage would have ceased. (Weiller, pp 150-151)
