The axe is within a bundle of rods, combined known as a fasces. In Roman times these were carried by lictors who delivered justice. In crowd control the rods were used for corporal punishment (beatings), and the axe was for capital punishment (beheadings).
Obverse
The full stop in the name of engraver is known in the position closer to center (in 1903 it is either closer to letter P (die 1) or to center (die 2). During coinage the thickness of the full stop varied and is not a variety. See different stages of the thickness:

Reverse
Die A - all details larger and look closer to rim, the tail of numeral "5" wide.
Die B - all details smaller and look closer to center, the tail of numeral "5" narrow.
