Alfred Maletsky was born in 1943 in Easton, Pennsylvania, United States. He is an American sculptor and has been working on the United States Mint in Philadelphia since 1993. In 2001 he won the Coin of the Year Award for his design of the New Jersey State Quarter. Alfred worked in the advertising art department Philadelphia Evening Bulletin from 1969 - 1975. He was a Sculptor at The Franklin Mint from 1976 - 1992. Now is a sculptor and engraver at The United States Mint in Philadelphia since 1993.

The 1997 National Law Enforcement Officers Memorial Silver Dollar was issued on the sixth anniversary of the dedication of the memorial, which honors more than 14,000 men and women who lost their lives in the line of duty.

The maximum authorized mintage was 500,000, but final sales registered at less than 25% of this amount. The US Mint offered the coins for sale individually or within a special insignia set, which included the silver dollar, a lapel pin, and a patch. Surcharges added to the cost of each coin were used for the preservation of the memorial. The coins were originally available for sale from September 19, 1997, to December 15, 1998.
