Date of issue: 03 NOV 2006

The Decree of the Emperor Nicholas I of October 30, 1841 marked the beginning of founding the first savings-banks in Russia which had been set up at educative houses for orphans and bastard children. The first Governmental Savings-Bank was opened on March 1, 1842 in the building of Tutorial Council at the Safe Treasure of Saint Petersburg. The savings-book number 1 had been delivered to N.A. Kristofary who tendered the deposit of ten Rubles.
