Under Greece, we have separate listings for punched banknotes that were reissued, but I do not actually think that is necessary. As far as I recall, when it comes to punch-cancelled notes, we tend to list those as separate year-lines on the relevant pages. And because these are punch-cancelled notes, I think it would work to list them the same way--even if they were later reissued.

Would anyone have any thoughts/objections on that?

That is a good idea as long as the information about why are they punched stays (with photo).
Yes, the punch-cancelled notes should just be listed under the original note in my opinion. Would it also be a good idea to do the same with the notes that were cut in half and used as half their face value?

Numista referee for banknotes from Greece, Crete & the Ionian Islands.
We would not be merging the cut notes--those pieces were officially cut with the intention of modifying their denomination, whereas these punched notes were punched with the intention of cancelling them (only these particular ones were later reissued as regular banknotes).
