Here's a VF25 for comparison, which was the lowest grade one I could find on Ebay. Somewhat comparable to yours but a few grades higher
Tough call. Your reverse is comparable to the VF-25, but obverse is more worn and the coin has a lot of unattractive edge dings. So I agree lower than 25, but not sure by how much.
