1890 Crown QV Weight is just too high ?

Should be 28.28 grams when struck so is this a fake ?
The coin appears to be real, so get a better scale.
0.04 grams would be within the tolerance (variability) of striking
Your Crown looks to be a Genuine one below is a 1890 Genuine Crown weight 28.29g the 1889 one is clearly a Fake with a weight of only 19.5g if you check yours against the top one it is identical.

OVER weight is unlikely to be a signal of a counterfeit silver (or gold) coin, because the whole point of a counterfeit is to pass something nearly worthless as if it had value. Fake silver coins intended to be passed in circulation are almost invariably 15% UNDER weight, as copper and nickel, as well as most common bronze alloys, are all 15% lighter than silver, and readily take silver plating.

If on the other hand the item is intended to replicate a rare item of numismatic interest, more care may be made in to bringing its weight close to silver, and there are many examples of these to be found, and also bullion gold and silver coins are to be found faked with tungsten alloy cores, but this is not what you have here.
