Rowland Hill Commemorative Medal

I have a 1879 commemorative Medal dedicated to Sir Rowland Hill but searching the Internet I have found no Information regarding who Made it where it was made.

Its Weight is 28.50g With a Diameter of 38.90mm and is 3.80mm Thk made of Bronze/Copper with a plain Edge any information would be very much appreciated.

What's the inscription on his left shoulder?

It says HB SALE F I have found that HB Sale is an engineering company in Birmingham UK who made Medals and Coin's .

 

Dang, no help.  I did some digging but couldn't come up with anything either!  Maybe an email to the mint itself would turn up something?
