Circulating or non-circulating?

This coin is marked non-circulating, but it has been minted in 7.8000.00 pieces

Could someone clarify this point?

Until the mid 90s or so you could buy them for face at the bank. But I can only say that out of my own experience for the 90s, I also saw some of the silver 5 and 10 mark commemorative coins in circulation (sadly wasn't a coin collector as a young child 😅).

One more case - out of many - of mis-categorization! 

As I mentioned before, a coin minted in more than half a million (bullion excluded) cannot possibly be meant for collectors only!
