Yes you have a rarity, they were minted because the English couldn't mint the new coins with the Vanuatu images fast enough after independence so new coins were minted in Paris with the old effigy, only a handful were circulated and most were melted down, only a few still exist
"1982 coins are, strictly speaking, currencies of Vanuatu, independent since 1981. But as the currency of the United Kingdom could not provide timely parts bearing the image of Vanuatu, the Paris Mint struck coins with effigies same as before. Where these currencies 1982 marked French Republic an independent country, Vanuatu. Most of these pieces have not been put into circulation (apart from a small number of 1, 2 and 5 francs) and were revised (Source: Reserve Bank of Vanuatu)"
