Don't hurry to extrapolate what you read on Central Bank of Somalia webpage about Bank's "resuming its role as the sole and exclusive authority to issue banknotes and coin" on year 2000. At that time there was hardly any central banking in Mogadishu or anything "central" for that matter, with regard to the whole of Somalia. The country was at war with no central authorities and different warlords controlling different areas.
Between 1991 and 2005 no coin issued by whomever with the name "Somali Republic" or "Republic of Somalia" had any purchasing power in Somalia (you can read about it in the Schön catalogue).
As to the coin in question, it was a FAO issue. Most of the FAO issues, particularly those for countries with no or little minting capabilities, are mint in Rome, where FAO headquarters are located. I believe that this is the case with this Somalia FAO coin.
