No, this is not a mule. This is just a series with the same reverse.
Mule (in numismatics, at least) is a minting mistake, when obverse is from one coin and reverse is from another.
Example: 1 - East Africa 10 Cents 1936
2 - British West Africa 1 Penny mule with the first coin
The first coin I sold some time ago, the second is from my collection - don't ask, it's not for sale

Sorry, I was wrong about the 1973 Paraguay coin. If it was not a planned issue in 1973 (you should check with the bank, if this coin was officially issued in 1973), it is a mule.

Yes the Manzoni issue was only minted in 1974. As Far as I know checking pcgs pop NGC pop and the coleccion of other people this is the first one found with 1973 year.

Could it be a trial and what's under the 150 were the 1974 has a 1000?
