mysterious coin

Dear All,

Please help me clear up one thing about a coin the existance of which I cannot verify.
I'm talking about - 100 Lei First Olympic Games Participation (Moldova)

The Numista Rarity index is 100 and 0 - members have this coin. The National Bank of Moldova informs that it hasn't issued this coin. However I find it on another site (even with pictures) and it has the KM# 9 code.
Any ideas?

If 0 members have this coin means that it is not easy to get them.
Only 20,000 minted.
Indeed I can not find it on the Moldova national bank site.

The thing is that the National Bank of Moldova is the only issuing authority that can issue coins, and they have confirmed that this coin has not been issued, so ... it is still a mystery to me.
The only images I can find are drawings rather than actual images of the coin, for example:

Thus, it's possible the mint produced literature for the coin, but never produced the actual coin.
The coin is in fact listed in the Krause Mishler catalog with #KM9 but I have not found it any where else.

I would assume that if anyone's word can be taken for it concerning Moldova coins, it's the bank of Moldova's, so if they say they didn't issue this coin then it doesn't exist. It's probably a mistake in Krause (or the coin might be a private issue, which would make it exonumia, also possibly illegal).
If you browse Krause, you will find a lot of these low-minted coins.
Many small countries have such coins. They are made for collectors, so they get money from outside in the country.
Isle of Man has a lot of these, or Somalia....

I think you coin is one of them.

It can be indeed a private issue, like Sir Rowland Hill makes them.

If you see the replicas and the Original coins together, you easely can see it is not true.

In the UK everyone can make medals and coin replicas.

​Moldova is indeed a fairly small country, however it is very unlikely to be the case of getting money from outside in the country. I don't say it is impossible, but in our country, as I mentioned earlier, the only authority for issuing money is the National Bank od Moldova, unless someone made a medal for himself, or how BryanJ mentioned, it has never been issued.

The case of UK, where as PetrusAscanus sais, "everyone can make medals and coin replicas" , is deffinitely not applicable for Moldova.

My conclusion so far is that it is a mistake in Krause catalog.

P.S. By the way, Moldova is bigger than Belgium by around 3,000 km2.
