Holey coin / token

Some years ago, I was given some coins by an uncle who spent some years in the Merchant Navy sailing between the UK and intermediate ports to Australia. I have finally got round to identifying the coins,and it is mostly a mixture of early to mid 20th century low denomination coins from various countries.
However, one item which I have not been able to identify is the attached. It is about 27mm in diameter, and looks as though it's made of brass, with a squarish hole. It is similar in style to some of the Chinese coins, but the patterns are not Chinese characters.
Is it a coin, a token or something else entirely?

Thanks. I've tried India, Tibet, Nepal, Bhutan, Burma, Thailand, Cambodia, Laos & Vietnam. The only one that comes close is Vietnam with cash coins with Chinese characters, but no luck.
