Who is the person on the reverse? Is it just a random shepherd or is it actually based on someone?

It's the legendary Wilhem Tell.

I think the description ought to be updated accordingly.

Not for the least known for his famous apple shot:

"The male head depicted on the coin is a fictitious alpine shepherd in a Sennechutteli."
"The design, introduced by Paul Burkhard, shows on the back an Alpine shepherd, who is often interpreted by the population as Wilhelm Tell."

So nothing official abut Wilhelm Tell, maybe a thing for the comment section but not more.
