What is it? Just came across this on eBay, and the CoA says ".999 Pure Ground Zero Recovery Silver Clad Base".

Silver plated collectible. Apparently privately minted issue from N. Mariana Islands, according to sellers description. Seems like a gimmick type item, in my opinion.

Yes, this was a gimmick, and I believe the company that produced them got sued by NY State for false marketing. They do sell for some money on ebay though, it's a brass coin silver plated with silver supposedly from the World Trade Center vaults.

When the Twin Towers were destroyed on September 11, there was reportedly a bullion reserve stored in the basement of one of the towers, and this is supposed to be the source of this silver.

At least part of the legal problems with the "coins" is that the Northern Marianas are a commonwealth of the USA, and do not, therefore, have the legal right to coin money.

When you encounter these, be sure to read the edge of the coins. The ad you saw is for the silver-plated version. In the earlier dates, many of them contain a full ounce of silver. The clad/plated coin is in the Numista catalog:

The edge reads : "COMMONWEALTH N. MARIANA ISLANDS - WORLD TRADE CENTER RECOVERY SILVER - 100 MIL CLAD ".

The silver version has the same designs. The edge of the silver version reads as follows:

"COMMONWEALTH N. MARIANA ISLANDS - WORLD TRADE CENTER RECOVERY SILVER - 1 0Z .999 FINE"

​I have not seen the Cook as a silver clad. The Seller does not state that either coin is an ounce of pure silver. You might want to send them a message for clarification.
