Colombia 1 Centavo 1967

I have a Colombia 1 Centavo 1967 coin that is "rotated". If the bottom of the Obverse is where the date is, the Reverse is rotated by some 60 degrees.
If something like this occurs with a high-denomination coin, I would have assumed it's a fake, but I can't imaging anybody faking 1 Centavo ))

Is it a standard error?

Die rotation is in some cases an error or rarity.
In other cases it is rather a rule (like some 50cent coins of Belgium)
