Hello,
where this comes from?

In Numista three tokens with the same design (but with different denominations) are described as South African: https://en.numista.com/catalogue/pieces154489.html A reference to Hern's Handbook on South African Coins and Patterns is given (unfortunately I do not have access to this book).

In the catalogue of a Swedish coin auction a token with similar design is described as coming from Storbritannien (i.e. Great Britain), Birmingham (Large file.) http://www.coinauctions.se/wp-content/uploads/2016/05/misab18.pdf
On the other hand, a 1949 periodical mentions "Osborne, Garret & Co., Ltd., of London“. https://books.google.com/books?id=D7g6AAAAMAAJ

Two Ebay auctions describe this as "Australian Barbers Check Token":
