#12 is Arcadius (son of Theodosius I).

Obv.: D N ARCADIVS P F AVG

Rev.: VIRTVS EXERCITVS

I think the mintmark at the bottom is for Antioch: either ANTA or ANTΔ (1st or 4th officina).

#9 is Licinius (co-emperor with Constantine until 324) and #7 is Constantius II (succeeded Constantine with his two brothers in 337).
