Found this article that give a little more info on the coin.  No mintage numbers though.

Latest news from India is the release of Mata Vaishno Devi Shrine Board commemorative 10 rupees coin. Even I haven't been able to get this one yet, but it's going to be a good investment. Indians are devoted worshippers, and a few years down the line, this coin is going to find its way to every home's prayer area. People are already buying it for 5-10 times face value.
