According to George S. Cuhaj (personal communication, August 2025), "I made these in Silver, Bronze and Aluminum as both a scout token (the design is that of a commissioner, and to honor the IRT Centennial in 2004. It is an outgrowth of the American Vecturist Association fad of "personal tokens". As a scouter and a business card - you can take it camping, it can get wet, and still be useful. 😉"
It's worth noting, “George S. Cuhaj is a former cataloger for both Stack's Auction House in New York and the American Numismatic Society, and also served as editor of the Standard Catalog of World Paper Money series.”
