The medal is dedicated to the Day of Remembrance of the Victims of the Genocide of the Soviet People, established by Decree of the President of the Russian Federation in December 2025 (the date of celebration is April 19). The choice of date is linked to the issuance of Decree No. 39 of the Presidium of the Supreme Soviet of the USSR of April 19, 1943, on the punishment of Nazi criminals.
The medal depicts a fragment of the memorial "In Memory of the Civilians of the USSR – Victims of the Nazi Genocide during the Great Patriotic War of 1941-1945" in the Gatchina District of the Leningrad Region, unveiled in January 2024 by the Presidents of Russia and Belarus, Vladimir Putin and Alexander Lukashenko. The memorial's centerpiece is a stele, topped by a figure of a mother with her children. The height of the memorial's central sculpture is 47 meters, including the stele. At the base are 150 bas-reliefs based on the stories of real people and photographs provided by Russian regions.
In 2023, a capsule containing soil collected from memorial sites in Donbas and Rostov-on-Don, where the Nazis carried out mass executions of civilians during the Great Patriotic War, was laid at the memorial site.
The medal went on sale at the Numismatic Salon of the Saint Petersburg Mint on April 21, 2026.
