The A.T.C. were the pilots and crews responsible for the famous "Hump" missions, flying supplies from India over the Himalayas to Allied forces in China. An “Army Exchange” was a military retail store. These coupons allowed personnel to buy essentials like soap, snacks, cigarettes, or stationery without needing to constantly exchange US dollars for local Indian coins.
