The obverse depicts a historical building of the State Bank of Russian Empire at Sadovaya street, 21 in Saint-Petersburg. Design is based on a drawing by M.F. Damame-Demartre, called “View of the Imperial Bank” (1792-1805):
The image could be also met in "A Picture of St. Petersburgh Represented in A Collection of Twenty interesting Views of the City, the Sledges and the People" edition by Edward Orme, printed in London in 1815. All the pictures were attributed to French artist Mornay.
Interestingly Mornay surname's correct translation into Russian would be "Морне" instead of "Морнау", represented on reverse.
