Naissaar briefly became associated with revolutionary sailors during the Russian Revolution of 1917. A short-lived “Soviet Republic of Soldiers and Fortress Builders” existed there before Estonian independence.
The symbolism refers to the armed resistance, revolution and death. The slogan “Death to the Bourgeois” was used in revolutionary propaganda after the 1917 Russian Revolution. The battleship Petropavlovsk was a famous warship of the Russian Baltic Fleet connected with revolutionary sailors and later the Kronstadt events.
