The reverse inscription is wrong, for a couple of reasons. Francisco José Daniel Cerri was born in Bergamo (Lombardia) Italy on Sept. 20, 1841. However, he only left home in 1858 (at 17). His military career with the Italian Military Legion, which was stationed in a town near Bahía Blanca appears to have only started in 1858. He rose through the ranks till on July 27, 1890 he reached the rank of Brigadier General, which was unheard of for a “foreigner”.

It's also relevant to note that a town next to Bahía Blanca was named for him.
