These tokens are in use at many different Cabela's (a hunting/outdoor gear superstore), and the location on the token indicates the Cabela's where it's meant to be used. (In arcade-type shooting galleries, penny flattening machines, etc.) Our Numista example was used in Kansas City, Kansas but there are many other tokens that are identical except for the city/state name.
