With the law of August 10, 1871, also known as the "Charte des départements", the départements became entities in their own right, and saw their sphere of competence broadened. They were henceforth able to regulate matters of departmental interest, always under the supervision of the prefect, the representative of the executive power in the department.
From this date onwards, the Département de la Sarthe became a fully-fledged territorial collectivity, even if the term "territorial collectivity" did not yet have the meaning it had from 1982, the date of the decentralization laws.
