Can someone please add in Khakassia under the Russian banknote section?

You "prove" that they exist, but did they really circulate, or was it just a sort of commemorative or a wish for a local currency?

I'd say it could be put in the Exonumia section.
These 5,000 Roubles notes were released by the local government in Khakassia - therefore, they are NOT exonumia, but an official local currency issue.

according to the second link they were issued as vouchers for pensioners, only to be used in specific stores and only later started to be used as a kind o local currency

sounds more like a trade voucher than local banknote (especially as only 1 denomination was issued)
