Why are some mintage lines listed under both Austria and Hungary?

Mintage lines for Francis I are listed twice, under Austrian Empire coins and again for Hungary.

 

For example:


Austria 1 Kreuzer - Franz

This is KM# 2009.1 and has many mintage lines.
Hungary 1 Krajcár - Francis I of Lorraine, as co-ruler

This has some of the mintage lines from Hungary KM# 2009.1 but doesn't mention KM# 2009.1.

 

Austria 1 Kreutzer - Franz I Kupferkreutzer

KM# 2007. The comments section says "Similar coins with Hungarian mintmarks, see on below link" but the mintage lines include the coins with Hungarian mintmarks. Linked to the listing below.

Hungary 1 Krajcár- Francis I of Lorraine, as co-ruler Rézkrajcár

Some of the mintage lines from Hungary KM# 2007 with no explicit reference to KM# 2007. The comments section says "Similar coins with Austrian mintmarks, see on below link". Linked to the listing above.

 

Austria 17 Kreuzer - Franz I
Hungary 17 Krajcár - Francis I of Lorraine, as co-ruler
Same pattern as above.

 

There are similar entries for other denominations.

 

Shouldn't mintage lines be in only one listing?

I'll ask the same thing, but the other way round, how is it possible to have the same coin under two different “issuers” (countries for me)? Somewhere, some of the so called issuer logic must have been ignored?
