I think the issuing bank of all is the Istituto Centrale di Banche e Banchieri.

I agree. These are all essentially akin to branches of the bank.

 

There is a parallel in some pre-1920 Irish banknotes, which actually had all the branches listed on every note; and in some Irish notes pre-1870 which had specific branches listed on them as branch of issue, but were all part of the same bank, printed on the headline of the note, as is the case with this Italian note.
