What is considered a different printer? [solved]

In working on the RSFSR banknote catalog, I've found that many of the note types had several different printing locations under Goznak. The only distinction between these are the city or specific factory it was printed in. I was curious as to whether these should be considered separate printers in the Numista catalog.

 

As an example, N#207910 was printed at three different Goznak factories: in Penza, Moscow, and Perm. Should these, for distinction purposes, be listed as separate printers in the Numista catalog, or should they all fall under the one Goznak printer and have their factory locations specified page-by-page as they currently are?

Many large printers Had/have multiple printing facilities in one or more cities. If you can not differentiate them I see little reason to list different buildings but you can add the information to the printer page or comment section. 

If you can differentiate on the ground of serial codes or other signs I am still not sure, I only will do it for a couple post WW2 emergency prints done by different companies for the Japanese government not just facilities of the same entity.

They are differentiable, at least for many RSFSR notes (I haven't researched into the USSR or Russian Fed.), by prefix and/or block number. The current system works fine and would still be required in either case, but it could be considered reasonable, in my opinion, to list them separately.

I would say yes, as it is the same printing company.
