Unknown Scandinavian or Baltic bracteate from the 1200s-1400s

Got this bracteate in a lot along with other specimens I could ID (they were Swedish, Danish, Livonian and Teutonic Order specimens) this is the only one that baffles me and I have no idea what it could be. I'd appreciate the help! It looks like a crozier/pastoral staff to me, so probably some bishopric or archdiocese?

Very similar! I'm now 100% sure it is Basel as the motif is a clear match, just need to find the exact one. Odd how it got mixed in with the other bracteates.
