Hejaz, Kingdom of (why are similar coins different types?)

Hi Numismatists,

Can anyone tell me why some of the Hejaz countermarked coins are designated as Standard Circulation and some are Official Necessity coins?

 

For example the 2 coins below are very similar albeit the host coins are slightly different. Both Ottoman 40 Para AH1327, both countermarked in 1916 I believe. So what makes them have differing designations when it comes to type? 

 

And how do we know one is Standard Circulation and one is not?

The two Ottoman base coins are not the same. Check the text right of the toughras: N#7864 and N#11088.

I'm not sure why one of the Hejaz coins is listed as a necessity coin. The Krause cataloge doesn't say anything about it and there are a bunch of other counterstamped coins there too.

I know they are not the same, I mentioned that, but wondering what makes one a necessity coin and the other standard circulation. I assume they were likely stamped at the same place??

I think it might have been a decision of the page creator (or possibly a later editor). I can see considering an coin created just by a counterstamp as a necessity coin ("we need coins quick – just grab coins and stamp them until we set up a mint").

 

I see no reason to have a different category for the two, unless there was some political change at the time.

Totally agree. Probably should both be Official Necessity if authorised by the central government. 

 

From what information there is it appears they were stamped at the same time. Just happen to be different host coins.
