I am about to add various sizes of these to the tokens catalogue, but these lie way back in my priority list:)
Anyway, these were mass produced for the Ottoman Empire in the 19th century to be used as costume and headgear decorations and for weddings. They usually come holed as they were sewn onto costumes. These are called "penez" and very commonly seen in Turkey. I would guess the situation would be the same in former Ottoman lands in the Balkans and the Middle East. Here they are worth almost nothing.
