Mysterious icicle

While all the cold weather is being sucked down to the United States ( (8 ), it is almost above freezing in my part Canada - the first time in a couple months. Last time it got this warm, a 10-foot icicle formed on my school, overhanging an alley, and we had to call in a guy in a cherry-picker to chop it down safely. This time, I looked at our rainwater tank:

...not normal.

I have no idea how this ice-bridge formed from dripping water at such an angle, but my best theory is that the dripping water picks up speed as it drips down the tube and comes shooting out at an angle, where it freezes bit by bit. Anyway, it's mysterious!
That's pretty cool (excuse the pun) it could be wind assisted too.
Actually, when I think about it... it could have formed within the tube, come loose, and planted itself firmly in the snow.
These "ice bridges" are all I see on reddit. What it looks like is freezing water building on frozen water, creating this effect.

o yes, i think it forming in tube and then coming loose when starting to get warmer n sliding out is the best bet
