The most approching design is from Pope
Gregory XI
GREGORIVS:VNDEC PP
Translation latin: 11 = UNDECIM
Gregorio XI (Pierre Roger de Beaufort), 1370-1378, the last french pope, so not obvious to find his coinage in the Papal states list ...
