Question:
Why does the second has a lion in the centershield, and the other a lion and a eagle?
What reference should I use?

Hello,
The first coin shows the Tyrol in the coat of arms (the eagle).

I'm not sure I can describe those arms properly in English but if I resume we have :
In 1, as Archduke of Austria
In 2, as Duke of New Burgundy
In 3, as Duke of Old Burgundy
in 4, as Duke of Braband
Over it as Count of Flander (the lion) and sometimes he added another title : as Count of Tyrol (first coin).

I made a full description in French of this kind of coat of arms used in Burgundian Netherlands (but it was for a previous ruler) : https://fr.numista.com/catalogue/pieces151116.html

I'm not sure about the mintmark of the first coin : a tower for the Tournai mint ?
Like this one : https://en.numista.com/catalogue/pieces108767.html

Second one is indeed Antwerp with the hand at the top of the reverse side : https://en.numista.com/catalogue/pieces105165.html

Edit : I confirm for the Tournai mint.
Reference " Vanhoudt# 310-TO" : https://www.befr.ebay.be/itm/PAYS-BAS-ESPAGNOLS-Philippe-II-Vingtieme-decu-1584-Tournai-VH-0310-TO-/202467111143

Your coin is better than the one showing on Numista, so feel free to change it. Nice coins by the way
