Why KM subnumbers for Danish coins with different privy marks?

Can anybody tell me why Danish coins get different KM-subnumbers for different privy marks (e.g. KM 861.1/861.2/861.3? This is generally not so for other countries (US, Germany, Netherlands, etc. etc.).
At the same time, a structural and eye-catching variety in lettering of the current 25 Øre between 1996 and 1998 does not get a subnumber, which is again not so for other countries where varieties in lettering type face get either a subnumber or an entirely new KM number.

Any idea?
