Add a second filter on ruling authorities and series lists to search by name

The lists of ruling authorities and series have a filter to search issuers and then show their ruling authorities or series.

 

But we can not search by name of ruling authority or series (we could know the name of a series but not its issuer). A previous version of the series list had this filter.


Can be added a second filter to search by name in these lists?
